“The Fait Accompli and A2/AD Dilemma in Northern Europe: A New NATO Operating Concept to Counter Russia” was developed by LtCol Joern Qviller (Norwegian Army) as part of the School of Advanced Warfighting (SAW) Future War Research Project. He posits that the current NATO operating concept is predictable and stagnate, that Russian vulnerabilities must be exploited through a multi-domain, whole-of-nation approach prepared for a protracted conflict.
